CityGate Housing Investment: Reimbursement Update

CityGate Housing Limited (also referred to as CityGate Social Housing) promoted itself as an ethical social-housing investment, advertising strong returns and supposed partnerships with local authorities.

Investors were told they would receive fixed monthly payments — commonly over a 36-month term — in exchange for funding housing projects. Minimum investment thresholds were typically high (often exceeding £13,000), with advertised returns sometimes reaching 20% per annum.

What Happened With CityGate Housing?

CityGate Housing has since collapsed and ceased payments to investors. The company entered liquidation on 23 June 2025, with estimated losses of approximately £20 million affecting hundreds of individuals.

The City of London Police Economic Crime Department has opened an investigation into CityGate Housing and Social Housing Holdings, and four directors have been arrested on suspicion of fraud and money laundering offences.

We have spoken with numerous investors who unfortunately lost funds in what appears to be a complex and highly coordinated scheme.

More broadly, Reclaim-Expert Recovery has recently observed a rise in failed social housing investment operations, including Social Housing Group and The 79th Group.

Update on Reimbursements

Encouragingly, claims connected to CityGate are progressing positively, with recoveries being achieved through UK banking regulations — demonstrating that reimbursement may still be possible.

For instance, one client invested £13,000 through Lloyds Bank in what they believed was a legitimate “rent-to-rent” social housing arrangement.

Initially fearing the funds were permanently lost, we conducted a detailed investigation, submitted a complaint to the bank, and escalated the matter to the Financial Ombudsman Service. The client recovered the full £13,000 plus interest, helping restore their financial stability.

What To Do If You Have Invested

If you have been affected, it is important to understand you are not alone. Many victims only realise the true nature of the investment after speaking with others.

We encourage anyone in a similar position to seek guidance promptly, as early action can significantly improve the likelihood of recovery.

Who Reclaim-Expert Recovery Can Help

If your bank participates in the Contingent Reimbursement Model (CRM) Code, you may be eligible to reclaim your funds if:

  • The payment was made from a UK bank account after 28 May 2019
  • The payment was sent to another UK bank account

You may also qualify under the Mandatory Reimbursement Scheme (MRS) if:

  • The payment was made after 7 October 2024
  • The payment was sent to another UK bank account

Even where banks initially reject claims, recovery may still be achievable through the Financial Ombudsman Service.

If your investment originated from a UK bank account, Reclaim-Expert Recovery may be able to assist. We manage cases from start to finish, reducing the stress of handling complex disputes. Our fee structure is transparent and clearly explained in advance.

You are also entitled to represent yourself at no cost if you prefer.

To date, we have recovered over £67 million for clients, including a number of CityGate-related claims.

How the Process Works

We handle the entire process on your behalf:

  1. A detailed investigation into your circumstances
  2. Preparation and submission of documentation
  3. Liaison with your bank
  4. Escalation to the Financial Ombudsman Service if required

Most cases take approximately 3–10 months, although timeframes vary depending on complexity.
